A restyle is paint, curtains, loose furniture and maybe new light fittings. It takes weeks and changes almost nothing about how the house performs.

The bones are sound. No structural cracking, the envelope is dry, the ceilings are standard height and the room count works for your family. You are tired of the 2009 beige, the oak veneer, the dated wet rooms and the dim lighting.
When you need renovation or extension instead
The villa is too small, the layout fights you every day, or you want a basement, a second floor or a major glazed rear extension. Also if you are dealing with water ingress, roof failure or a MEP system at the end of its life. Refurbishment cannot rescue those problems, and pretending otherwise wastes your budget.

Permits and approvals you cannot skip
Most interior villa refurbishments need no DET building permit because no walls move. What you usually do need is a community developer NOC and a fit-out approval.
If you are working inside an Emaar, Nakheel, Dubai Hills or similar managed community, the developer or master community issues the NOC and approves the contractor, working hours and access route. Expect AED 1,000 to AED 5,000 in application fees depending on the community, plus a refundable deposit.
Anything touching structure, external elevations, additional built-up area or the boundary needs the full route, which in freehold Dubai means DET or Trakhees depending on the jurisdiction, plus Civil Defence clearance where fire systems or gas are involved.
Working hours in villa communities are typically 8am to 6pm on weekdays, restricted or silent on Fridays and public holidays, and noise-generating works are often limited to a narrower window. Plan demolition around that.
Where no permit is needed: paint, loose furniture, curtains, replacing fixtures on existing services, and like-for-like joinery replacement with no layout change. Even then, your community may still ask for a simple notification.
